總理，您好。柴靜的《穹頂之下》說中石化、中石油這兩個央企一直在妨礙環(huán)保政策的制定和執(zhí)行，尤其是在汽油質(zhì)量標(biāo)準(zhǔn)的確定和天然氣的推行。我的問題就是，您認(rèn)為這兩個央企真的在阻礙環(huán)保政策的落實嗎？如果這樣的話，中央政府會怎么沖破這種阻力？謝謝。

Q: I am with the Hunffington Post. In Under the Dome, a documentary made by Chai Jing, she complained about the big oil companies like Sinopec and China National Petroleum Corp, have been a block to the introduction of policies of environmental protection and law enforcement in this field.

My question is that is it true that the two companies are posing obstacles to the enforcement of environmental protection laws and policies? If so, what steps will the Chinese government take to remove the obstacle?

我理解你剛才一連串的發(fā)問，問的是人們，包括在座各位普遍關(guān)注的霧霾等環(huán)境污染這個焦點問題。可以說政府在治理霧霾等環(huán)境污染方面，決心是堅定的，也下了很大的氣力，但取得的成效和人們的期待還有比較大的差距。我去年在《政府工作報告》中說，要向霧霾等污染宣戰(zhàn)，不達(dá)目的決不停戰(zhàn)。

A: I understand the focus of all your questions is about tackling environmental pollution, especially the smog. this is a concern on top of most people's mind. I want to tell you that the Chinese government is determined to tackle environmental pollution, and tremendous efforts have been made in this regard. The progress we have made still fall far short of expectation of our people. Last year I said that the Chinese government would declare a war against environmental pollution. We are determined to carry forward our efforts until we achieve our goal.

治理要抓住關(guān)鍵，今年的要害就是要嚴(yán)格執(zhí)行新出臺的《環(huán)境保護(hù)法》。對違法違規(guī)排放的企業(yè)，不論是什么樣的企業(yè)，堅決依法追究，甚至要讓那些偷排偷放的企業(yè)承受付不起的代價。對環(huán)保執(zhí)法部門要加大支持力度，包括能力建設(shè)，不允許有對執(zhí)法的干擾和法外施權(quán)。環(huán)保等執(zhí)法部門也要敢于擔(dān)當(dāng)，承擔(dān)責(zé)任。對工作不到位、工作不力的也要問責(zé)，瀆職失職的要依法追究，環(huán)保法的執(zhí)行不是棉花棒，是殺手锏。

We must get the focus of our efforts right. This year our focus will be to ensure the full implementation of the newly revised environmental protection law. For all illegal production and emissions, they will all be brought to justice and held accountable. We need to make the cost for pollution too high to bear. More support needs to be given to these environmental law enforcement departments, including capacity building.

No one can use his power to meddle with law enforcement in this regard. The law enforcement department should also have the courage to take charge and fulfill their due responsibilities. Laxity in the law enforcement will be dealt with, and their relaxation of duties or abuse of office will be handled in accordance with the law. We must ensure that the law will work as a powerful and effective in fighting the pollution, instead of being soft as cotton stick.

當(dāng)然，治理是一個系統(tǒng)工程。我前天看到有個別媒體報道，說今年《政府工作報告》關(guān)于霧霾等環(huán)境污染治理的表述放在比較靠后的位置。我想說明，今年報告有很大的變化，就是我們把節(jié)能減排的指標(biāo)和主要經(jīng)濟(jì)社會發(fā)展指標(biāo)排列在一起，放在了很靠前的位置。報告里從調(diào)結(jié)構(gòu)到提高油品生產(chǎn)和使用的質(zhì)量等，都和治理霧霾等環(huán)境污染相關(guān)聯(lián)，這是一個需要全社會人人有責(zé)的治理行動。當(dāng)然，治理要有個過程，如果說人一時難以改變自己所處的自然環(huán)境，但是可以改變自己的行為方式。謝謝！
