此次開展的9個省市試點工作將分為線上、線下兩種類型，自由執(zhí)業(yè)導游(freelance tour guides)可通過在線平臺和線下機構(gòu)(via online platforms and offline agencies)出售他們的服務(wù)，消費者將來可通過第三方支付平臺(a third-party payment platform)來支付導游服務(wù)費。江浙滬三省市、廣東省將執(zhí)行線上導游自由執(zhí)業(yè)試點工作(online freelance tour guide pilot program)，吉林長白山、湖南長沙和張家界、廣西桂林、海南三亞、四川成都將執(zhí)行線上線下導游自由執(zhí)業(yè)試點工作。

根據(jù)通知，自由執(zhí)業(yè)的導游必須與合法的機構(gòu)簽訂合同(sign contracts with legal agencies)，不得繞過網(wǎng)絡(luò)預(yù)約平臺或線下自由執(zhí)業(yè)業(yè)務(wù)機構(gòu)(be forbidden to bypass online booking platforms or relevant offline agencies)，自行開展自由執(zhí)業(yè)業(yè)務(wù)(offer services directly to tourists)。違規(guī)導游將被處以1000元以上1萬元以下罰款(be fined between RMB1,000 and RMB10,000)，并暫扣或者吊銷導游證(license suspended or revoked)。

國家旅游局將在5月底前首次搭建完成全國統(tǒng)一的"全國導游公共服務(wù)監(jiān)管平臺"(national tour guide supervision platform)，并制定平臺相關(guān)接入標準，提供自由執(zhí)業(yè)導游身份認證(freelance tour guide certification)，公布提供導游自由執(zhí)業(yè)業(yè)務(wù)的機構(gòu)名單(list of agencies that offer freelance tour guide services)，收集匯總導游執(zhí)業(yè)和游客評價信息。
