12月3日上午，第四屆世界互聯網大會在浙江省烏鎮(zhèn)開幕。本屆大會的主題是“發(fā)展數字經濟 促進開放共享——攜手共建網絡空間命運共同體”（Developing digital economy for openness and shared benefits -- building a community of?shared future in cyberspace）。

中國國家主席習近平發(fā)來賀信，代表中國政府和中國人民，并以他個人的名義，向大會的召開致以熱烈的祝賀，向出席會議的各國代表、國際機構負責人和專家學者、企業(yè)家等各界人士表示誠摯的歡迎，希望大家集思廣益、增進共識，深化互聯網和數字經濟交流合作，讓互聯網發(fā)展成果更好造福世界各國人民。

習近平在賀信中指出，全球互聯網治理體系變革進入關鍵時期，構建網絡空間命運共同體日益成為國際社會的廣泛共識。我們倡導“四項原則”、“五點主張”，就是希望同國際社會一道，尊重網絡主權，發(fā)揚伙伴精神，大家的事由大家商量著辦，做到發(fā)展共同推進、安全共同維護、治理共同參與、成果共同分享。

這里提到的“四項原則”、“五點主張”是習近平2015年12月16日在第二屆世界互聯網大會開幕式講話中首次提出的。

“四項原則”指推進全球互聯網治理體系變革應該堅持的原則：

尊重網絡主權
Respect internet sovereignty

維護和平安全
Maintain peace and security

促進開放合作
Promote openness and cooperation

構建良好秩序
Cultivate good order

“五點主張”是習近平就構建網絡空間命運共同體（building a community of shared future in cyberspace）提出的主張：

加快全球網絡基礎設施建設，促進互聯互通。
Speed up the building of global internet infrastructure and promote interconnectivity.

打造網上文化交流共享平臺，促進交流互鑒。
Build an online platform for cultural exchange and mutual learning.

推動網絡經濟創(chuàng)新發(fā)展，促進共同繁榮。
Promote innovative development of cyber economy and common prosperity.

保障網絡安全，促進有序發(fā)展。
Maintain cyber security and promote orderly development.

構建互聯網治理體系，促進公平正義。
Build an internet governance system and promote equity and justice.

2017年12月3日，習近平向第四屆世界互聯網大會發(fā)賀電：

互聯網發(fā)展給世界各國主權、安全、發(fā)展利益帶來許多新的挑戰(zhàn)。全球互聯網治理體系變革進入關鍵時期，構建網絡空間命運共同體日益成為國際社會的廣泛共識。
The development of the internet has posed many new challenges for the sovereignty, security, and development interests of the world's countries. Building a community of shared future in cyberspace has increasingly become the widespread common understanding of international society.

我們希望與國際社會一道，尊重網絡主權，發(fā)揚伙伴精神，大家的事由大家商量著辦，做到發(fā)展共同推進、安全共同維護、治理共同參與、成果共同分享。
China hopes to work with the international community to respect cyberspace sovereignty and carry forward the spirit of partnership to commonly advance development, safeguard security, participate in governance, and share the benefits.

2016年11月16日，習近平在第三屆世界互聯網大會開幕式上通過視頻發(fā)表講話：

互聯網發(fā)展是無國界、無邊界的，利用好、發(fā)展好、治理好互聯網必須深化網絡空間國際合作，攜手構建網絡空間命運共同體。
The development of the internet knows no national or sectoral boundaries. The sound use, development and governance of the internet thus calls for closer international cooperation, and joint efforts to build a community of shared future in cyberspace.

中國愿同國際社會一道，堅持以人類共同福祉為根本，堅持網絡主權理念，推動全球互聯網治理朝著更加公正合理的方向邁進，推動網絡空間實現平等尊重、創(chuàng)新發(fā)展、開放共享、安全有序的目標。
China will work together with the international community to ensure the common well-being of humanity, uphold cyber sovereignty, promote more fair and equitable global internet governance, and bring about an open, inclusive and secure cyberspace that features equality, mutual respect, innovation and orderly development.

2015年12月16日，習近平在第二屆世界互聯網大會開幕式上的講話：

網絡空間是人類共同的活動空間，網絡空間前途命運應由世界各國共同掌握。各國應該加強溝通、擴大共識、深化合作，共同構建網絡空間命運共同體。
Cyberspace is the common space of activities for mankind. The future of cyberspace should be in the hands of all countries. Countries should start up communications, broaden consensus and deepen cooperation, to jointly build a community of shared future in cyberspace.

2014年11月19日，習近平向首屆世界互聯網大會致賀詞：

互聯網真正讓世界變成了地球村，讓國際社會越來越成為你中有我、我中有你的命運共同體。同時，互聯網發(fā)展對國家主權、安全、發(fā)展利益提出了新的挑戰(zhàn)，迫切需要國際社會認真應對、謀求共治、實現共贏。
The internet has turned the world into a global village and made the international community a highly interdependent community of common destiny. Meanwhile, the development of the Internet has posed new challenges to national sovereignty, security and development interests, which requires the international community to meet urgently and seriously and pursue common governance and win-win outcome.
