中國(guó)共產(chǎn)黨第十九屆中央委員會(huì)第二次全體會(huì)議（The second plenary session of the 19th Communist Party of China Central Committee）于2018年1月18日至19日在北京舉行。

全會(huì)由中央政治局主持（presided over by the Political Bureau of the CPC Central Committee）。

? 全會(huì)審議通過了《中共中央關(guān)于修改憲法部分內(nèi)容的建議》。
At the meeting, a proposal from the CPC Central Committee on revising the Constitution was adopted.

? 從1954年我國(guó)第一部憲法誕生至今，我國(guó)憲法一直處在探索實(shí)踐和不斷完善過程中。1982年憲法公布施行后，根據(jù)我國(guó)改革開放和社會(huì)主義現(xiàn)代化建設(shè)的實(shí)踐和發(fā)展，分別于1988年、1993年、1999年、2004年進(jìn)行了4次修改。
The People's Republic of China enacted its first Constitution in 1954. In 1982, the fifth National People's Congress adopted the present Constitution, which underwent four amendments in 1988, 1993, 1999 and 2004.

實(shí)踐表明，我國(guó)憲法是同黨團(tuán)結(jié)帶領(lǐng)人民進(jìn)行的實(shí)踐探索緊密聯(lián)系在一起的，隨著時(shí)代進(jìn)步、黨和人民事業(yè)發(fā)展而不斷完善。
The Constitution has been improved together with the country's changing reality and development of the Party and nation.

? 黨的十九大對(duì)新時(shí)代堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義作出重大戰(zhàn)略部署，確定了新的奮斗目標(biāo)。為更好發(fā)揮憲法在新時(shí)代堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義中的重大作用，需要對(duì)憲法作出適當(dāng)修改，把黨和人民在實(shí)踐中取得的重大理論創(chuàng)新、實(shí)踐創(chuàng)新、制度創(chuàng)新成果上升為憲法規(guī)定。
The 19th CPC National Congress made important strategic deployments in socialism with Chinese characteristics under the new era. It is necessary to amend the Constitution to incorporate theoretical, practical and institutional achievements made by the Party and the people.

? 把黨的十九大確定的重大理論觀點(diǎn)和重大方針政策特別是習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想載入國(guó)家根本法，體現(xiàn)黨和國(guó)家事業(yè)發(fā)展的新成就新經(jīng)驗(yàn)新要求，在總體保持我國(guó)憲法連續(xù)性、穩(wěn)定性、權(quán)威性的基礎(chǔ)上推動(dòng)憲法與時(shí)俱進(jìn)、完善發(fā)展。
Major theoretical achievements, principles and policies adopted at the 19th CPC National Congress, especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, should be incorporated into a revision to the Constitution. New achievements, experiences and requirements of the development of the Party and nation should be embodied in the revised Constitution. We should keep pace with the times and improve the Constitution while maintaining its consistency, stability and authority.

Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the latest achievement in adapting Marxism to the Chinese context and is the Marxism for contemporary China and the 21st century. The Thought should be a guiding ideology that must be upheld in the long term by the CPC and the country.

? 必須堅(jiān)持和加強(qiáng)黨對(duì)一切工作的領(lǐng)導(dǎo)。經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)“五位一體”總體布局，創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的新發(fā)展理念，到2020年全面建成小康社會(huì)、到2035年基本實(shí)現(xiàn)社會(huì)主義現(xiàn)代化、到本世紀(jì)中葉建成社會(huì)主義現(xiàn)代化強(qiáng)國(guó)的奮斗目標(biāo)，實(shí)現(xiàn)中華民族偉大復(fù)興，對(duì)激勵(lì)和引導(dǎo)全黨全國(guó)各族人民團(tuán)結(jié)奮斗具有重大引領(lǐng)意義。
Leadership of the Party must be strengthened and upheld in all areas of endeavor. The five-sphere integrated plan, which is to promote coordinated economic, political, cultural, social and ecological advancement, and the new vision of innovative, coordinated, green and open development that is for everyone, are vital for national rejuvenation. The goals of finishing the building of a moderately prosperous society in all respects by 2020, basically realizing socialist modernization by 2035, and building China into a great modern socialist country by the middle of the 21st century, are also emphasized.

? 堅(jiān)持和平發(fā)展道路，堅(jiān)持互利共贏開放戰(zhàn)略，推動(dòng)構(gòu)建人類命運(yùn)共同體，對(duì)促進(jìn)人類和平發(fā)展的崇高事業(yè)具有重大意義。
Following the path of peaceful development, pursuing a mutually beneficial strategy of opening up, and promoting the building of a community with a shared future for mankind are of great significance to the cause of peaceful development for humanity.

? 國(guó)家監(jiān)察體制改革是事關(guān)全局的重大政治體制改革，是強(qiáng)化黨和國(guó)家自我監(jiān)督的重大決策部署，要依法建立黨統(tǒng)一領(lǐng)導(dǎo)的反腐敗工作機(jī)構(gòu)，構(gòu)建集中統(tǒng)一、權(quán)威高效的國(guó)家監(jiān)察體系，實(shí)現(xiàn)對(duì)所有行使公權(quán)力的公職人員監(jiān)察全覆蓋。
The reform to establish a national supervisory system, which is under the Party's leadership and covers all who exercises public power, is a significant political system reform that affects the whole landscape and a major decision to strengthen the self-supervision of the Party and the state.

? 全會(huì)認(rèn)為，我們黨高度重視憲法在治國(guó)理政中的重要地位和作用，明確堅(jiān)持依法治國(guó)首先要堅(jiān)持依憲治國(guó)，堅(jiān)持依法執(zhí)政首先要堅(jiān)持依憲執(zhí)政。
Efforts to adhere to the rule of law should give priority to the rule of Constitution. Efforts to adhere to the governing by law should put the governing in line with the Constitution in the first place.

? 各級(jí)國(guó)家工作人員特別是領(lǐng)導(dǎo)干部要增強(qiáng)憲法觀念，依照憲法法律行使職權(quán)、履行職責(zé)、開展工作，恪盡職守，廉潔奉公，自覺接受人民監(jiān)督。
People at every level of public office, especially leading officials, should exercise power and work according to the Constitution and the law and subject themselves to supervision of the people.
