The Songya Lake development project is in the north part of the Changsha Economic and Technological Development Zone, a 20-minute drive from downtown Changsha. It covers a 16.97-square–kilometer area, including 9.47 sq km of lake area, at a cost of 3.8 billion yuan. Its purpose is to prevent flooding, ensure drinking water safety, and improve urban ecology, environment, functions, and life. It has a modern system with a human feel and international standards and will be Hunan province’s largest urban wetland park, consisting of lake building and eight green belts around the lake for holidays, outings, culture and business activities.

The project got provincial development and reform commission and construction and water conservation dept approval back in 2003 and work on the lake area, business planning, relocation and resettlement, water introduction, and drainage is completed. Major road, landscape, and forestation work were finished in 2011. Changsha county is now looking for co-developers and investors for independent project development through national bidding and land leasing methods. The project has county government and Changsha Economic and Technological Development Zone support for major infrastructure, and favorable policies for developing services.
