Northeast China's six customs to launch integrated customs clearance reform

The General Administration of Customs plans to launch a reform for regional customs clearance integration from May 1, which will involve six customs offices in Northeast China.

Through the reform in six customs, namely, Hohhot, Manzhouli, Dalian, Shenyang, Changchun and Harbin, the General Administration will build an integrated management system and operation model covering customs clearances throughout the Inner Mongolia autonomous region, Heilongjiang, Jilin and Liaoning provinces.

The reform aims for a national customs clearance integration that based on cooperation with other four regions, including the Beijing-Tianjin-Hebei region, the Yangtze River Economic Belt, Guangdong province and the Silk Road Economic Belt.

Preparation for the reform is in full swing. The six customs have prepared an operation framework for the reform, including a regional customs clearance center and four unified operation platforms.

On April 26, the clearance electronic systems have completed the switching successfully.

The reform's top priority is to streamline administration and delegate powers.

Thanks to the reform, enterprises in Northeast China will have less restriction and more autonomy in customs clearance. For instance, an enterprise can decide which customs to handle the import-export procedures.

Moreover, the customs clearance integration will save time and costs. About 30 percent of logistics costs will be saved for the enterprises. Now, an enterprise will take 20 minutes to finish customs clearance, compared to two or three days in the past.
