The National People's Congress Standing Committee, China's top legislature, started to discuss draft laws and amendments concerning civil procedure, mental health, the safety of special equipment, tourism and environmental protection Monday.
27日，全國人大常委會開始對民事訴訟法修正草案、精神衛生法草案、特種設備安全法草案、旅游法草案和環境保護法修正案草案進行審議。

[民事訴訟法修正草案]
According to the draft amendment to the Civil Procedure Law, a 3rd party will be allowed to bring legal action to appeal if civil rights and interests are infringed upon by malicious litigation.
民事訴訟法修正草案規定，若公民權利和利益受到惡意訴訟侵犯，將允許第3方被侵害人采取法律手段提起上訴。

[精神衛生法草案]
A draft law on mental health includes provisions to protect the privacy of the mentally ill and their right to protest. According to the draft law, institutions and individuals should protect the privacy of mentally ill people by preventing leaks of private information, such as their names, addresses and employment status, unless the sharing of such information is necessary for institutions and individuals while exercising their lawful duties.

Its first adaption part has received over 490,000 views on tudou.com since its launch in June and been forwarded thousands of times on Sina Weibo.
