中共中央、國務院發布了2015年中央一號文件，不出意料的連續12年聚焦三農。本次中央一號文件總的提出了5項重點工作，包括圍繞城鄉發展一體化，深入推進新農村建設。

China released the annual "No 1 Central Document" on Sunday, pledging to further coordinate the development of cities and villages and narrow their gap. China seeks better rural-urban integration.

中國周日發布了一年一度的“中央一號文件”， 承諾進一步協調城市與農村的發展，縮小城鄉差距，尋求城鄉一體化更好地發展。

城鄉一體化可以用英文rural-urban integration或the integration of urban and rural areas表示。過去幾十年來，隨著城市的擴張（urban expansion），中國也著重關注農村發展（rural development），期望將農村建設為新經濟引擎（economic engine）。

中共中央每年發布的首個政策性文件（policy document）被稱為“中央一號文件”（No 1 Central Document）。自2004年起，一號文件連續11年鎖定“三農”主題（three rural issues： agriculture, rural areas and farmers）。

2015中央一號文件指出，將圍繞城鄉發展一體化，推進社會主義新農村建設（push forward the building of "new socialist countryside"）；加快轉變農業發展方式（transform the development mode of agriculture），加速農業現代化（agricultural modernization）；加大惠農政策（policies that benefit farmers）力度；全面深化農村改革（deepen rural reforms）；加強農村法治建設。

文件還提出了鼓勵糧食生產（grain production），培育第二、第三產業（nurture secondary and tertiary industries），增加農民收入（increase farmers' incomes）的方法，承諾為城市居民（urbanites）和農民工（migrant workers）提供同等的公共服務與機遇（public services and opportunities）。
